Why do people join and asks if they can ask something then leaves a minute later instead of ask the thing they wanted to ask then wait for someone to answer?

Not everyone is used to use IRC

Its a experience thing.

I know IRC is a kind of chatting application , but what do we suppose to ask here ?

When the server is down someone may ask here if the server is down. If there is something that should or shouldn't be in the IRC server maybe you can ask here. If you don't know how to connect or think you are doing something wrong and don't know what, ask here. The possibilities are so many that in order to not flood board IRC questiions are ask here.

At least I think that this is the reason.
