As for political parties, and voting. We started that in college...nothing in high school about it.

look.. the school teaches you math, language and provides an environment for communication skills and social interaction. In school they basically shield you and try to manipulate what you learn and what is not appropriate for you to learn.
Thus a well rounded functioning adult according to you will be like a factory made product.. each person with the same set of skills the same achievements and such with minor differences.
School taught you math because you would be less inclined to learn it on you own but still math is a language in itself and it provides you ways to think and express yourself in ways that is not possible in terms of literature.
Rest school gave you the tools, it is just like learning how to code, what you do with it is upto yourself.
Can you say that the school left you inept to learn politics by yourself? Are you unable to read the newspaper and draw conclusions of you own after going to school?
Did your school not teach you how to add, subtract, multiply and divide? Are you unable to get a tax template/table/slab list and not implement it on your own money? It just requires you to read the rules and apply the math.
IF your parents taught you how not to be a "dumbass" then you will know exactly how to do the things that were listed.. just use google, wikipedia, go to income tax office and get the tax rules, read the laws etc etc.. That is that a "dumbass" is one who will never do the research. Kind of like a person with the tools and the knowledge yet not the ingenuity to use them or rather where and when to use them.
You know the language, now just get a template-letter and get an idea as to how official language was used. Then modify it to match your needs.
Now.. if you still don't know how to write a letter, just get a senior to help you out.. that is called social interaction and I'm sure you got the environment for it at school.
